New person = someone good-hearted and wants to see the good in everything = doesn't realize Izaya's true nature immediately = EASY TO MANIPULATE.

Izaya is pretty sure that someone will eventually break it to Taisuke that Izaya is NOT a good person (like if Yuta ever discovers that Taisuke thinks he's an okay guy or something). Hoooowever, Izaya thinks he can supersede these impressions others might give him by acting consistently as he did when Taisuke first woke up. I.e. he is purposefully playing nice and being friendly to Taisuke because it will benefit him eventually.

Well, not just that, but also because sometimes Izaya likes to pretend to be nice for the lolz of the person getting the reality of him being a dick shoved in their face.

But he actually does like talking to Taisuke. He's hilariously new and full of derp and blankly unaware of the things going on in Sabra La Tau and Ophiuchus in general--and especially unaware of the different power plays that go on in Uroboros which Izaya is a major player in. So in general, Izaya for now finds him to be an interesting possible new pawn, but that role can easily shift and change if-when he finds out about Taisuke's connection with Yuta and about Taisuke's own abilities. So he will treat his newest kouhai with great care, but what's honest and what's dishonest about it is up in the air.
